Washing Clouds

Professor Jez Moonbeam, inventor of the electric umbrella, has proposed an ingenious new method for dealing with acid rain. At the moment his idea is still in the early stages of development. In fact, it consists of just the words 'Hey man, why don't we wash the clouds?' written in green ink on the back of an unpaid gas bill. Even so, it was on the strength of this that he was awarded one and a half million pounds by the Department of the Environment to develop the project. And Professor Moonbeam says that he is already well on the way to producing two bar charts and a project diagram.
